It seems he's saying there should be a positional cap and suggests that is how it is in the NFL? I'm not a big NFL guy so I may be off here, but I don't think there is a positional salary cap in the NFL, right? Just one total salary cap per team and positional value is determined (and frequently reset) by the market?

There's no positional cap in the NFL. There's a salary cap in which positions that are seen as essential take up majority of the cap space. Quarterbacks usually take up most of the cap with running backs taking up the least. You can make whatever a team is willing to pay you as long as your 53 man roster fits under the salary cap.

That’s what I thought. I guess Deion just doesn’t read the news or know that the House settlement is essentially establishing a salary cap

I think Deon knows there are teams who continue to operate as if the cap doesn’t exist. If all teams don’t follow the same rules there is no cap.
