  10. Essentially before this, collectives could no longer pay players directly. They could only facilitate deals with other businesses and the players (basically a middle man). The relaxed language now allows the collectives to act as businesses themselves, thus the Texas One Fund can pay players directly again. Still has to go through NIL Go so long as it’s above 5K. But there’s nothing that says you can’t do a bunch of deals under 5k
