Wisconsin refused to enter his name into the portal. Wisconsin believed that because Xavier signed a 2 year "contract" with the school for revenue sharing, Xavier was contractually obligated to stay at Wisconsin. The NCAA ruled for Xavier. All this ruling does is prevent schools from keeping students at the school even if the student signs a "contract" for multiple years.
