Here's the crazy part about direct activation...you can still game the system. All this does is require specific "deliverables" to be put in writing. Who is going to check whether the deliverables actually happened? A smart collective/consumer drafts in simple "we come to you" type deliverables that require minimal effort and essentially keep these contracts pay for play deals.
