Harbaugh gave it up mid tenure at Michigan and they were having real problems. He had co-coordinators his last two years but play calling was very much under his control as he interjected regularly.

I know of more instances of it in the NFL, but, yes. Kirby runs both. He doesn't call every play, but he consistently overrules.
