technically, you could list someone as probable or available and they not play, right?

For example, mateer could end up available tomorrow with OU having no intention of him playing unless in case of emergency. In which case he is available to go out there hand it off and run around a little bit.  Yes?

Technically, yes but if a team is egregiously lying or falsifying information on the report, they can face fine or suspension.
