WR DeAndre Moore was upgraded to probable.

Am I correct in believing this would allow Quinn to start or play if needed?

I have the same question?  Are there any consequences of declaring a player OUT?  Can they not suit up?  Do QUESTIONABLE players have to be updated before kickoff?

From my understanding 90 minutes before kickoff these players will have to be labeled as game time decision,available,or out if not done team will be fined

Quinn could play in an emergency. He will probably suit up but won’t play.
