This offer is the first by Miller and staff taking advantage of the 14th and 15th scholarship spots on rosters now. Elkins, should he pick Texas, would be a pure developmental player that would be another big body in practice for a couple of years and see where it goes. Elkins has a few low and mid-major offers. Those are Indiana State, Maine, Northeastern, Manhattan, Lehigh and LeMoyne. 8 Quote
