If Stalions acted alone, then there's no scandal because he had to communicate the information from the stolen signs to some coaches, who in turn communicated to players on the field. It's bizarre to see how are far these guys are willing to go to rationalize what was obviously a cheating conspiracy. I can believe he "ran" the operation by doing the leg work, but he had to get to information to others.
