You definitely have that right ! I just obviously don’t agree with your definition of Lubbock. 
Had two nieces graduate from TT . They enjoyed the school.  
My daughter is an attorney & she graduated from The University of Texas . We love the Longhorns.

Tough bet as their only path to the CFP is to win the mediocre 12.  I believe they were favored last year but stumbled mid season.

I would have guessed he needs to finish spring semester classes to graduate in May/June (?) but don't really know for sure.  I personally wouldn't leave Stanford a few classes shy of a degree unless there were megabucks involved, but if this is the case then perhaps he plans on returning to finish the degree later?  Especially if he could do it online (I've taken several Stanford classes on Coursera (which was founded by two Stanford professors) and at Stanford Online - great classes but pretty rigorous).

Absolutely. We have much bigger portal needs. I would prefer to spend the big bucks on WR, TE, or DT.

Even though he was a dynamic pass rusher at Stanford, he was never a 3-down starter. He played fewer snaps (by almost 100) than Trey Moore last season. With Simmons likely taking an increasing share of those snaps at Buck, seems unlikely Bailey would have gotten the higher snap count that he wants.

I have no such thing. Look at the number of players drafted in recent years from both programs. If you think his exposure at Tech is that same then I don’t know what to tell you.
