That was my thought process, too. At first I was thinking they'll have Manning for 2 more years, Lacey for two years, then Bell for two years. However, when Ewers returned for last season, that most likely means Arch for two years (with Owens portaling out after this upcoming season), Lacey a one and done, then Bell for two years. I can see why (along with a much bigger NIL offer) Bryant would consider a school other than Texas and Texas ends up taking a Trey Owens type of QB prospect and allocating more money to OL, DL, and DB in the 2027 cycle. Plus more money to allocate to a top QB prospect in the 2028 cycle.
Imo it's too early to see how the QB situation plays out after the Manning years. You also have to wonder besides possible injuries how long Sark sticks around after 2026 as well. Fingers crossed it all works out and Texas gets fantastic QB play for the rest of the 2020s and beyond on the way to hopefully one of the best periods in Texas football history.
