Home team always gets to bat the bottom half of an inning where run rule is in effect.

Texas State bats in the bottom of the inning as the home team.

Also, with it being a road game for Texas, Texas State doesn't have to go by the SEC run rule (I don't know if the Sun Belt has one or not) unless both teams agree to it.
