Will also be interesting how scholarship/roster limits affect the transfer portal. Does the portal become even more important? Quote

This was expected. Not a major rule change IMO. RaeQuan Battle at West Virginia had to go to court last year for a second transfer. Court sided with him. NCAA knows it was going to be taken out of their hands anyway. Quote
