I think Texas only hires college graduates as a policy matter.  Did Ricky actually get his degree?

I saw it on Facebook on a Texas fan page that I don’t follow but came up on my feed.  Page looked very sketchy to me.  I think if that was legit and I don’t think it is, Bobby Gerry Jeff would have told us by now.
