They caught lightning in a bottle when they had Dr Tom Osborne as their longtime HC. And Bob Devanney before Osborne. Under those two NU was a juggernaut for decades. It's another example of a university having the right guy in place... and then comes a succession of wrong HCs and all the warts underneath the surface that were hidden pop up again and the whole program grinds to a halt.
